Overview
The “Strategic Goals of Planning Instruments” project is a resource collaboratively developed by the Multisectoral Monitoring Team (EMM) of REPLAN – the Network of Public Administration Planning and Foresight Services. This project comprises two complementary products: the List of Strategic Goals of Planning Instruments and the Strategic Goals Monitoring Dashboard.
The List of Strategic Goals of Planning Instruments systematically and comprehensively brings together the strategic commitments identified in the Planning Instruments, as set out in the Glossary of the Public Policy Cycle and the List of Planning Instruments, both approved within REPLAN. This List will be published annually, following the release of the List of Planning Instruments.
The Strategic Goals Monitoring Dashboard is a tool for tracking selected goals, based on criteria to be defined within the EMM. Its release is planned for 2026. Its purpose is to support the assessment of progress associated with the monitored goals, ensuring systematic follow-up of their degree of achievement and their contribution to public policy objectives, thereby strengthening support for governmental decision-making and the planning process.
Objectives
- Provide resources enabling consultation of the strategic commitments and objectives undertaken, as well as the monitoring of their progress;
- Consolidate the concept of a strategic goal as a measure for achieving medium- or long-term objectives, measurable, quantified and time-bound, associated with outcome indicators that contribute to assessing the impact of public policies;
- Ensure methodological consistency and practical usefulness in supporting planning, monitoring, policy evaluation and political decision-making;
- Strengthen the coherence and transparency of the national planning system.
Duration
The project began in 2024 and is being developed on an ongoing basis. An annual review of the List of Strategic Goals of Planning Instruments is planned, in coordination with the update of the List of Planning Instruments, as well as the Strategic Goals Monitoring Dashboard.
